Policy Options for Closing the Flood Insurance Gap

This workshop is designed to evaluate policy options for expanding the number of people with flood insurance in the United States, particularly those of low and moderate income. The workshop will invite an estimated 50 experts across sectors and disciplines. These participants will be divided into six policy work groups to evaluate particular policy alternatives for expanding the number of people with flood insurance. Work groups will evaluate their policy against a set of questions and then report to the entire group for discussion and evaluation. We will assign each attendee to a specific group but allow them to switch the day of the workshop if they prefer. Each policy work group will have a designated lead/facilitator, who would work with the research team in advance of the workshop to produce a one-page overview on the policy and to narrowly define work group objectives. Following the event, the research team will produce a white paper summarizing the findings of the workshop.
